Shocked that no one mentioned probably the two best CURRENT song writer / vocalists. Come one you guys, get with it:
Neko Case:
http://www.youtube.com/watch?v=71TX2lk0XF0
Rilo Kiley (Jenny Lewis):
The greatest female talent out there today and AN ATHEIST. Sadly all her videos have been pulled off Youtube, the best is perhaps "It's a hit" if you can find it. A couple of live videos still out there:

Yeah, really. I think it's the tonal quality. She out SteveNicks Stevie Nicks, if you get my drift. When Nicks was modulated with the fuller Christine McVie, they had the goddess in tone and body. I think Dido does that alone, but she may be (probably is) achieving that with studio mixing.
I was transfixed the first time I heard Tracy Chapman.
Dido is underrated. It's trendy to bash her but her first album has some lovely songs on it and her voice is quite haunting (she's also gorgeous). Not so keen on her later stuff though - got a bit repetitive.
Now, that I wouldn't doubt. The starmaker machinery just chews them up and spits them out. I was pleased to see Sarah McLachlan walk away from it for a while.
Anyway, recently I've pretty much lost my hearing for listening to decent music, so I haven't really kept up. My hearing accuity has degraded fast in recent years. I'm pretty much mono reception, and that requires assistance. Her first two albums broke my heart...they were new and around when I lost my wife, so it goes pretty deep with me. Personal circumstances and all that...

I'm getting back into Mazzy Star again at the mo, which I know is a band rather than a solo artist, but Hope Sandoval's vocals take me back to my teenage years.

Surely the topic isn't exhausted yet.

Ode to Billy Joe is a marvelous song.
I will go old school and put Patsy Cline.

I thought Ode to Billy Joe was a fine song, too.
Anyone mentioned Kate Bush?
I keep going back to my current muse, though. I just love her voice, the enjoyment she gets out of singing some songs, the poignancy, the sadness, in others.
And the band behind her.

Musical goddesses? Harrumph. Well, OK, sort of works as a metaphor, I suppose.
Some of my favourites have already been listed, but by no means all.
With great regret I observe that nobody has mentioned the little sparrow.

Or the voice that could have brought the walls of Jericho down. Pretty skilful technically too, having been classically trained.
(View video on YouTube)
And speaking of technical skill, here's one who could sing with clinical precision without sacrificing emotion. Shame about her never seeming to be able to get out of that middle-of-the-road genre of songs.

I also love Carole King, though more as a song writer than a singer.
Among the locals (that is Australian talent) there are
Christine Amphlett

Renee Geyer

Kate Ceberano
