I'm puzzled about feeding the poor on gruel. OK, so that's what was done in 19th-century workhouses, but in the modern world why wouldn't you want to provide a way out of poverty for those at the bottom? Could someone please explain to me what is meant by the term "cot"? I'm English, and we apply "cot" to beds for babies. So I'm not sure what is meant here.
