Consciousness can just mean awareness, which clearly doesn't need language in order to exist. But it also can mean self-awareness, which involves some lobes all firing up, and language is involved.

The first four are about God. And then take care of your parents, and don't kill, cheat, steal, lie or want your neighbors stuff. I'd cut out the first four, and add one to take care of your dogs.
